The New Employees

The new employees are applying for a job. They should be prepared to offer whatever information is necessary to help the company hire them. In any effort where you can expect an exclusion rate of 85-90%, the quicker you can eliminate those not qualifying, the more quickly you can concentrate on the prospects offering the greatest opportunity.

Our procedures are designed to draw from these employees the information which will most readily eliminate them or conditionally qualify them for the credits. If properly designed, the program will result in non-qualifying personnel performing 95% of the effort to eliminate themselves as prospects. This will leave more time for Global Enterprises to maximize the benefits derived from the remaining job applicants.

Human Resources / Operations Personnel

Although the contributions of the Human Resources Department and the operations personnel are separate, we cover them together because any program is only as efficient as the coordination between these two groups of company personnel.

The Human Resources personnel are responsible for all policies that affect new hires and the procedures necessary to implement those policies. For any program to operate at the highest level possible, the policies must be followed by all operations personnel without significant variance.

With most processes the greatest efficiencies are achieved or lost at the earliest point in the process. This is clearly the case in any program to garner employment tax credits. However, there is inevitably a significant variance in the experience, the training, and the ability of plant personnel who have the direct contact with the individuals the company seeks to hire. Consequently, it is in everyone’s best interest if the policies are simple, easy to follow, require a minimum of effort and are clearly communicated.

The Tax Department

Tax department personnel are in a most enviable position when it comes to employee credits. In the last 20 years, the Internal Revenue Code has become increasingly antagonistic towards businesses. Changes have been made to accelerate the timing of payments made to the government and permanent differences benefiting the taxpayer are almost non-existent.

Employment credits represent a permanent difference that lowers the corporation’s effective tax rate and increases earnings per share. Very few corporations in America today have an overall federal domestic tax rate of less than the maximum statutory rate. Employment credits are one of the very few ways a company can achieve this goal. AND, the overall effective tax rate is probably the most significant test of the success of any tax executive.

Global Enterprises

In a properly designed program, Global Enterprises will perform at least 80% of the effort necessary to secure the credits to which the company is entitled. The bulk of the remaining effort is performed by the prospective employee.

Global Enterprises will be responsible for all contacts with federal or state authorities, the review and final preparation of all submissions to such governing bodies, and the establishment of systems to track all submissions and to follow up as necessary.

In addition, Global Enterprises will be responsible for preparing management reports to help company personnel manage the process, to enable them to provide meaningful feedback to their superiors, and to assist them in filing the appropriate forms with the appropriate returns.
